PCB toner transfer using regular non-synthesized PCB?

If I use a laser printed schematic on photo paper, is it still possible to transfer it on a regular PCB(non-synthesized) via iron/thinner/others. The main question is if the toner will stick on regular PCBs. Naturally it will be sanded and cleaned first.
