Unemployed spouse seeking re-appeal to appeal in nm. statutory regs not applicable! Help please. Tx, "Me"?

Hi. Just trying to get some legal info on unemployment claims. We have met all statutory requirements but we are getting gigged! Can't afford to go to court. My spouse has tried diligently to obtain employment and when entered a contract amount the Workforce Solutions site wouldn't allow it. Any help???
