Rear-ended and nobody wants to pay.?

OK so it stated about 2 months ago i was driving i was stopped at a red light and the motorist behind me rear ended me. He was drunk it wasn't his car and had no I.D. his car was towed and i got my police report. i called his insurance company Praetorian Insurance company and found out that he was on medicaid and had dollar a day insurance. they refused to cover anything. they stated its a dollar a day insurance and they only cover injuries and not physical damage. i called my insurance Allstate and talked to them. they dont want to cover it since i have comprehension. but i also dont want my insurance to go up. they tried to settle it with the other insurance company and they say theyll call me but praetorian never does. its about $1500 in damage and i dont think it should come out of my pocket. the guy could bearly stand. so who do i go to so i can get my money to get the car fixed.
