Need title of book about young boy?

From what i can remember the boy about 6 yrs old who is taken from his mother and put in an orphanage. I can remember that his mother wouldn't feed him, he wore tattered clothes to school and was never bathed. He is really quiet and keeps to himself but he loves to care for a rose-garden that is across the street from his orphanage.
