What is Salvador Dali's theory of softness and hardness?

I'm studying his painting 'The Persistence of Memory' for my art GCSE, and I have found a lot on the internet that this painting links to his theory of 'softness' and 'hardness'; but it is never really explained what this is. Can anyone explain it to me?
