Itchy red dry burny lips?

does anyone know what this could be and how to cure it? i have had it happen off and on now for about 3 months. i have not switched diet or medication or makeup or anything. i have used vit e oil on it, shae er cream, anti itch ointment. NOTHING is helping. my lips are VERY dry, red all around the outside, and now cracking in the creases and very itchy and burning. any thoughts would be appreciated. thank you
